Open Settings > Account to check sync. "Synced" means everything on this device is in your account.
If a note says an upload is waiting, that change has not uploaded yet. Changes made after it wait until it does. Wait for the warning at the top of the app to clear before updating or reinstalling. If the warning says some changes were refused, open the note that says it needs you.
